Clarifying butter is removing milk solids and water. It gives the clarified butter a higher smoke point than regular butter, so it doesn't brown and smoke within seconds.

Heat water into a double boiler over low heat.
Melt butter by covering for a few minutes.
Remove the milk fats.
Filter the clarified butter using a fine sieve or a coffee filter.
Discard the white liquid from the melted butter.
